According to the Fund establishment project, HCM VIF guides the operational roadmap for the period 2026–2035. This is a long-term orientation framework for deploying public-private capital, accompanying founders and connecting the technology ecosystem. seed capital into deep tech startups with commercialisation potential; accelerator programme and Academy help founders get ready to raise capital; and ecosystem network connecting institutes - schools, businesses and co-investment funds.

Expected milestones

  • 2026–2027: Operate the fund, prepare the first accelerator cohort and founder toolkit.
  • 2028–2030: expand the portfolio, pilot with the consortium and periodically report on impact.
  • 2031–2035: strengthen the role of public–private seed capital and standardize the co-investment process investment.
HCM VIF's goal is not to "promise successful capital raising", but to create conditions for the right technology to access the right resources at the right time.
